Foreign settlement

Sir, please tell me if I will settle abroad and when it will happen? I was born in Tumkur, Karnataka, India at 15.55pm on 8 March 1987. I am Cancer Ascendant, Moon in 12th Gemini. Jupiter (own house) and Rahu in 9th house, 12th Lord Mercury(retrogade) along with 2nd lord Sun in 8th house, 10th Lord Mars in own house. I am a scientist by profession but now resigned due to probelms and trying to apply for PhD abroad and my ultimate goal is permanent settlement, but not getting any chances. Please answer my query If I will be successful in my pursuits in 2018? Will I be able to settle abroad? which countries should I try? Please reply. Thank you in advance.
